These paper pushing companies invented the mandatory price per cubic yard thing. They try their hardest to convince contractors that all debris MUST be removed for the allowable.

Debris is paid for by the cubic yard. That was the mistake I made when I started until my trainer - son-in-law set me straight. Almost 30 yd full in 9 hours, sounds about correct. This is a tough business for a one man show but almost impossible to find good help at a reasonable rate plus insurance and workers comp will kill you!
By reading the VA guidelines I can ascertain VRM is receiving $50 per cubic yard of debris I haul out. When you do their final checklist of initial services they want you to show if you did outlet covers, debris removal, etc.
